Rear Brake Adjustment: Not sure of the recommended procedure..but I adjust mine as follows.. I first adjust the pedal itself to the height and angle I want..backing off the rear adjuster first if need be. then, with the bike on the center stand...I turn the rear wheel..and slowing turning in the rear adjusting nut untill the brake pads just start to contact the drum..you will either feel this or hear it..I then test the pedal a few times while turning the wheel..this is to make sure the pads are in fact hitting the drum and backing off right. When I get to the point where I can hear them contact the drum..I back the nut off one half a turn. You may not even need to do this because when the bike is sitting on the wheel..it actually "loosens" the adjustment a bit. Knifemaker

I find the back brake quite functional, but as you say, it's a softer feel with more movement than my past crotch rockets were. I find it works best with .75" free play and have left it goto 1.5". Your shoes are bedding in and it's normal to have to adjust the screw in 1/2 to 1.5 turns to get it right to a good feel. Don't go too far where the pedal barely moves, or you'll wear out the shoes prematurely.
