Bought four of these solid metal chrome skulls:

Vision care Goggles Eyewear Personal protective equipment Office supplies

And, all four of them have this wonderful little message on the reverse:

Automotive lighting Motor vehicle Automotive exterior Motorcycle accessories Automotive wheel system

Kind of odd, but in a happy-feel-good kind of way!

They came with a laser cut adhesive backing, but after two days on the bike, that backing wasn't working too well on the fuel tank. What would work better, JB-Weld, clear mix epoxy, or silicone?

If not, I have plenty of screws that fit those holes and I could mount two on the side covers Here's where a third one went:
Data storage device Hard disk drive Font Computer hardware Electronic device

Automotive parking light Automotive tail & brake light Hood Light Automotive lighting

Hahaha! I can actually do a spot on perfect impression of Captain Jack Sparrow. I use it all the time. On telemarketers, usually.

Any suggestions on what I should use to mount two of these skulls on the tank, which incidentally is powdercoated? I know the powdercoating is pretty darned tough, so I don't know if I should use black silicone, JB-Weld (steel version) or clear, two-part epoxy?

Any suggestions?

(I thought about using the screw holes on the back to attach some large magnets, but that wouldn't prevent someone from stealing them....)

Magnets from a hard drive. If it's aluminum or pot metal, they won't stick.

Gorilla glue! I swear by Gorilla tape, never tried the glue.
I've plenty of hard drives, spent the better part of twenty years in computer repair. Yeah,my brother mentioned Gorilla tape. Might try that first instead of something that can't be removed, like JB-Weld or epoxy.

Hey, regarding marbling.... Could I not just take a piece of sheet metal aluminum and make a plate to go behind those appendages? Breather things? And silicone it before screwing it back in?

Should work, there's not a lot of pressure in that port behind the reed valves.
Awesome, thanks. I just hope I can them off, the bolts are a little rusty.

Work those bolts in and out to cut some of the carbon and rust loose. Loosen as far as they turn easily then spray some lube on the threads, tighten them back up, etc. People do snap those bolts off sometimes.
For the tank, I’d trace out a backing piece out of plastic or rubber, and either epoxy it in place or use some flat head bolts to hold it down. Counter sunk so the back is flat.
Then use super glue or 3M double face tape (traced out to fit like the backing) The superglue would of course damage the paint if you ever want to remove it.
You could use some of those neodymium magnets behind the backing (two up top, one on the bottom)
Rare Earth Magnets, 10 Pc.
If you have a autobody supply shop anywhere near, 3M make a product used to fasten emblems on vehicles. Auto manufacturers have been using it for decades. Kind of a sticky goo like tape. Could even be what Kawasaki used for the original emblems. I like the idea of making "coaster" covers with them.

Thanks guys, all very helpful info!
Yes the 3M tape I was referring to is what they used to put the Vulcan emblems on the tank (and side covers?) It can be removed by heating the emblem carefully with a hair drier or heat gun, and using some fishing line or dental floss to run down the back to separate it.
I think you can find it at Autozone or online:

Do you think the 3M tape is stronger than the Gorilla tape?

I wondered this myself, and this video is absolutely great! This guy went to a lot of trouble to test many adhesive tapes, and his results are informative and impressive.
