That's a vent, it just hangs down toward the ground.
It can't hurt to mention that the hose should be completely clear, free of obstruction. I learned this here on the forums, and yet I still found out mine was clogged the hard way. Engine would die after running a little while.

My ‘86 appears to have the vent outlet up under the tank. No hose on it when I bought the thing, however there a corresponding hole in the frame crossmember directly in front of the battery. I presume the hose needs to go through it, however I need to make sure it doesn’t empty onto the exhaust.
Not normally. It just gets routed in the front of the rear tire. However, I routed mine down into the right hand side cover. As long as it gets air, that's all that matters.
