Got it to run. Blew out the sockets for the plugs, and sure enough, the old NGKs were dead. They seem to have a habit of going bad just sitting. No oil fouling, and though they were wet with fuel, they looked like the bike was running well when it went down.

Next step is to clean the carbs and see how it sounds with a steady flow of fuel.

As I've been through my fair share of vacuum carbs, is there anything I should be aware of, or that I should ensure is perfect in every way?

Also, thanks to all that helped to get it to fire. While the solenoid, starter relay, or both are out, I simply turned the actual ign switch, which I found under the headlight. Nuetral light came on, as well as oil pressure.
