My head light, tail lights and all of the gauges will not work. All of the fuses appear to be good. I'm at a loss with this.

Welcome to the Vulcan madness tannerjahe.

You are not giving us much information to go on here.
Have you been riding this bike for a while and everything was working, then kaput, the lights go dead?
Or did you just pick up a bike and they aren`t working.

Give us a few more details.
Does the engine start and run?
What kind of battery do you have? regular wet cell or a maintenance free- AGM?
Are the connections and grounds clean and tight?
Battery giving 12.5- 13volts?

I assume you mean that all the bulbs in the gauges are not lit. Does the bike turn over?

The main fuse may be blown if nothing is getting power. Test the fuse with an ohmmeter or swap it out be be sure. They may "look" good but actually be blown.

Check your battery connections and chassis grounds as well. The running lights should turn on with the key even if other problems prevent the bike from running.
Dumb question...but is the battery charged?

The bike runs great. It will start right up. I have a maint free battery. The headlight, taillight, tach, neutral indicator, high beam and oil light does not work. But the signal lights work.

If your horns, fuel gauge and temperature gauge don't work either, then I would say that the problem is the ignition switch.
