We have just bought a 1993 VN750-A9 and it won't start.

It seems although it's due to fuel shortage, as we can not get petrol passed the fuel tap. We taken it apart all the rubber diaphagms are fine, but cant seem to get fuel past the tap?

Any ideas? or suggestions to try.......:(

The fuel will only pass through if you pull a vaccum on the system. It does not free flow when you open the petcock.

Yes, the middle nipple on the petcock needs vacuum applied to allow fuel to flow from the two outside nipples. Sucking on a short hose attached to the middle nipple should work, to apply vacuum to test it.

I have some salvaged syringes from a vetrinarian that I use for transfering liquids like brake fluid out of the master cylinder, or adding water to a battery while wrenching on the car or bike. I haven`t tried it yet, but if the syringe end will fit snugly on the hose to the vacuum nipple, it should apply vacuum as well.

BTW, Welcome to the Vulcan madness.
