The rubber there is the dust wipers, the oil seals are underneath. If it's not leaking oil, you should be good. The oil seals probably look a lot better, not being exposed to the elements.

Looks like someone has pried the dust wipers up at some point.

my dust wipes looked the same when I rebuilt my forks. if the metal under the rubber starts to rust, they can look like someone pried them off with a screwdriver

In my opinion, it wouldn't hurt to think about changing out those seals. They're probably original. I would think you'd notice the difference in the ride if nothing else. I agree it's certainly not an emergency or anything, but maybe something you might want to consider preparing for sometime this summer. . . .

Maybe next time you change out the front tire?
