I have both the downloaded PDF manual and the Clymer paper manual. I seriously prefer the Clymer, as it explains things a lot better. And it has a lot of helpful pointers which can save you a lot of time and trouble, and help prevent damage to both you and the bike. It was written for the do it yourselfer, while the oem manual was written for Kawasaki mechanics.
As for as the engine goes, I HIGHLY recommend Roach's videos. He did an outstanding job, and makes everything crystal clear.

Welcome to the forum!
Ok, I'll bite.
Your left carb has a stuck float or it's passing gas through the vacuum line on the left carb. It's running on one cylinder, so it's only got half power, or less really.
1. try tapping on the carb bowl to free the float
2. check the vacuum line to see if there's gas in it
After the fuel problem is fixed, drain the oil since it's probably full of gas, I wouldn't run it with that much gas in the crankcase.

I have a Vulcan 75 1993
and when trying to go up a hill I am loosing power that have to down shift to first gear. Also some times it has problems starting and I've notice that gasoline is coming out of the left exhaust system
