That all sounds good but not sure why you need to heat the pipe. You can take any metal tubing and sharpen the end a bit ( a bench grinder does it quickly) Use a phone book under the leather and whack it with your hammer. A 6 inch long piece of tubing is more than enough.
I would try to find a metal tube that was just a bit smaller than the hole you want so when you insert your backrest pipe? it seals around it well. ... I am guessing that is why you need the hole?
Can't you just shorten the rest?
