Initial Tear Down Front End Only

So as some of you know, I own a hybrid. Front half is a Yamaha Virago, back half is Vulcan. So took most of the front end off and noticed the dim wit ground down a flange on the neck. It's the upper one. Looks to be a fork lock but not sure. Is it important or do I continue the tear down.

Yeah man don't sweat that. I'd keep going, as long as the rest of the neck is clean (race way isnt all boogered up) and you have replacement bearings you'll be fine. I never use my ign lock because frankly they are easy to defeat as a theft deterrent. Text me if you need anything.

to be honest i think they are a waste of time... the only time i can imagine they would be of use is if you are taking a tight turn slowly and lose the balance as they will stop the handlebars from hitting tank yet in the nearly 30 yrs of riding i dont think i have ever had the need for them to be there. so dont worry if i had the chance i would cut them all off
