Bolt snapped

Want to remove the emissions but a bolt snapped off. The PO must have done it somehow. So my question is. How do I go about getting it out? Is that part very easy to Mess up? Is the housing aluminum?

Reed box bolt? Aluminum cylinder head and aluminum reed box. If you get the reed box off, the bolt might twist out.
