There are two drain plugs. One on the bottom, and one on the side. The one on the side is part 11012-1483, and covers the internal oil filter/screen that protects the oil pump. There's a screen, washer, and spring that all get stacked in there.

Which oring did you replace? the one at the vacuum valve or at the face/selector lever?
Your housing may be excessively worn, scratched, have scuz buildup, the selector may be cracked, etc. If you've rebuilt it and it still leaks, chances are you just need to replace the unit.

fuel shutoff leaking
it leaking from the bottom of the face itself and i put a new o ring on the lever the old one was ripped but when i had the face off and with the new ring on it didn’t leak until i put the pressure ring in and the face plate back on
Hope the drain cap doesn't pop off while riding. An oiled back tire is a definite crash. Been there, done that, with a Goldwing.

Post a picture of that side drain plug. You should not have any JB Weld around that. The side plug (near the sight glass) is the one you are supposed to use. I've had 3 Vulcan 750s, and never had that bottom plug out. I hope the case isn't damaged or the threads stripped where that side drain plug goes. If it is, you have a MAJOR problem. There are 5 pieces to that side plug. The plug itself, an O-ring, a strainer assembly, a flat washer, and a spring.
