How to mount pad to extended back rest?

Bought one from china. Expected bolt holes that matched the backrest frame. Nothing!. I can drill & mount it. Just wondering the best way (screws, moly anchors. other?)? Would appreciate hearing how you forum folks have done it?

Why are the holes on back side of the backrest bracket smaller than those on the front?

holes are "bigger" on the back because they are countersunk so you can put a tapered-head machine screw in there and it will sit recessed, making for a nicer look. I would try to find a tapered-head / counter-sunk (not so sure on my terminology for fasteners here) machine screw that fits the backrest support nicely, then mark and drill holes in the back of the backrest pad. Screws through the support, through the back of the backrest pad, nuts on the inside of the backrest pad to secure it.
