Saddle bags. What, if any, hardware needed to mount.

My bike came with Willie & Max saddle bags last year, but I'm not sure if they were ever mounted on the bike. ('91).

Pictures attached of the bags resting on the frame, without the seat.

What, if any, hardware is needed to mount them? Is it enough to strap them to the frame under the seat?
The bags have small loops about 1/3 way down each side which could be tied together behind the shocks.

Thanks in advance for the expert opinions I know are coming... This forum rocks!

Mine came with bags a little bigger than those that were just tied to the shocks. I found they rubbed on the tire in some circumstances. I put the Kawasaki saddlebag supports on, which also relocate the turn signals further aft to make more room and the helmet hooks to the very back so they still can be used. They're very nice, but there are cheaper ways to get the job done.
