Brake problems, caliper and drum

All brakes worked fine before. Got the lower forks chromed, put it together, and I noticed the wheel was sooo tight to turn. I loosened the axle nut and it spun free. I then took off the calipers and tightened the axle nut and it spun free. So it wasn't the rim. I had a clearance problem between the left side rotor and the mounting posts of the newly chromed fork. The right caliper had a little drag but the left caliper was so snug the caliper mounting bracket was tight to the rotor and scraping it. Both calipers were totally cleaned out, inspected and rebled. Resolved the problem by putting a thick washer on the axle between the fork and the big spacer. This brought it out and cured the clearance but I'm wondering if I am going to screw up any alignement with the tire or it might throw the balance off. I don't even know if chroming caused my problem. As it sits now the left caliper has a drag on it to the point of no noise but it is noticably harder to roll the bike. Mechanic said it's okay and that's the best he can do. To me this sucks, but trying to deal with it. I am thinking of adding an additional washer to loosen up the front caliper evern more. My second problem is the back brakes. On the way to this mechanic I disabled the front discs and used only the back brakes for the 6 mile trip. The back brakes worked fine for 4 miles then I noticed as I applied even pressure on the brake peddle the back brake grabbed unevely like pulsating as the tire spun. The mechanic is guessing, saying that the drum could be warped from the chroming (I had the back rim chromed). I am baffled, it worked fine untill the last 2 miles. Do you think using it 100% to brake caused it to heat up and warp the drum? Can the drum be returned like car drums? Thoughts?
