Is it possible to remove the bottom cover and reject the carbs without removing the carbs from the bike?

you can try but it's gonna be a huge pain and probably not end well for you unless you have some really nice tight-space tools

It's been done, some have changed the screws to hex head to make it easier next time.

If the phillips screws have been over tightened, good luck!
