Low RPM hesitation

Hey guys,
Been doing a lot of reading on here but just wanted to make sure I am headed in the right direction. So, I almost got the bike lined out but I have a hesitation when taking off. Sometimes it pops a small bit through the carbs/pipes and appears to be a lean condition. I checked the plugs after a WOT run and they are a tad lean but still light brown. I am running Vance and Hines pipes and K&N pod filters so I know more air requires a bit more fuel. I am currently running 1 size over on the main jet with the stock 38 pilot. Once you get her up and going she runs great, just stumbles under load on take off. My plan is to swap to pilots out and go up a size. I have also read on here about shims for the main needle but I am thinking that will not help me on the low end of the RPM range. Thoughts?

I would suggest at least #40 pilots to start and 1 shim under the needle to compensate.
