Rust In Tank - Too Much?

So when I was taking my tank off I noticed there was some crap in the tank, could hear it moving around when shaking the tank. So I decided to rinse it out I had gotten most of the water out and thought I would be good letting it air dry, apparently not. I now have rust droplets in my tank.

How big of a deal are these? Any easy ways to get rid of just this small amount? Do I even need to worry about this much? I tried wiping some of them off and they come off with me just lightly going over them with a screwdriver wrapped in a towel, but I can't get all of them this way.

any exposed metal will flash rust.

What concerns me is that you have no liner for protection in there...why is it exposed metal to begin with?

I would look into POR15 products. The tank looks clean other than the flash rust, so if it were me, I would use the POR motorcycle kit to seal it:
POR-15 Motorcycle Fuel Tank Repair Kit

POR-15 Cleaner Degreaser to remove gum, sludge, varnish
POR-15 Metal Prep to remove rust & prepare tank for sealer
POR-15 Fuel Tank Sealer creates a permanently sealed tank

I did mine and am extremely happy with the outcome.
