Needle Shims

Am I right in thinking that needle shims are just to allow the slow jets to turn into main jets sooner therefore allowing you to get on the power a little sooner on the throttle????

Do they have any effect on deceleration or low speed low rev cruising?

Needles control the flow of fuel from the main jet...thus raising the needle with a shim make the mixture richer...for that particular diaphragm position.
