Help identifying ports on gas tank

I have these strange ports on my gas tank that I have never seen before. One has a hose attached that leads to nothing just under the bike and the other is open like the picture shows. If I go out and look at the connected hose I can see fumes from gasoline and I can smell it as well. I dont want all my gas evaporating away.. Can someone tell me what these are for and if the hoses should go anywhere or if they are even needed at all?

You ahve a "California" tank. One hose goes to atmosphere, the other goes to the California emissions crap that the rest of the bikes don'e have.. Just cap off the unused port.

Alright, so is it a problem that I can see/smell the fumes coming out of the hose?

He should.. then there'd be less bikes on the road slowing me down in California's amazing canyon and mountain roads.
