Are there shim under carb-needles from factory?
What is the purpose of these shims?

As far as I understand it, the factory does not shim them.

A shim will effectively raise the pointed end and open the gap a bit....same effect as a needle with a different taper installed.

Shim(s) (or clip position) correct a lean point just under 1/2 throttle. See the chart in the Section II of the linky. A need for needle shims might be indicated by a slight hesitation (miss) at 1/2 throttle, whether you are accellerating or not. This is a different hesitation than you'd see at cruise.

Generally, cruise hesitation is caused by pilot jets that are too small.
