Reserve Tank

How / When does the fuel in the reserve tank get used/cycled/filled again after been used?

Also Question on Mileage : Just got the 87 750, ran out of gas at 103 miles (on a full tank) my calculations put that at 35 miles/gallon. Is that about right for city running?

There is no reserve tank. There are just two places in the tank from which fuel is drawn, one higher than the other. "On" uses the higher pickup and "Reserve" uses the lower one.

If you used the reserve, too, it should have been 3.5 gallons, which would work out to 29 MPG. I think even in Manhattan these bikes should do better than that. They really like suburbs, typically high 40s to 50s in my experience.
