Very Strange Float Bowl Level

My '88 has always been a great running bike (60K miles) and well maintained. This past weekend suddenly lost power above 4500 rpm's while doing 65mph and the front cyl was quickly determined to be the culprit. Did all of the usual troubleshooting and got down to checking the float levels...front carb was damn near empty. Pulled carbs (done a few times, not a newbie, rebuilt the carbs about a year ago) and all seemed clean and well. Before reinstalling, set (bent the tang) on the front carb to set the float at the high end of the two marks on the float body and reinstalled. Checked the level and it was slightly higher but still nowhere near the specs. Bike ran better (revs to redline under power) but still very lacking in power above 4500rpms. Pulled the carbs again. Inspected closely. Again cleared all passages/jets/fuel line/tank filter/fuel shutoff. Reset the float to the highest point before the float would hit the top of the float body and risk flooding. Reinstalled and the fuel level was virtually unchanged. WTF??
