Unhappy back cylinder keeps flooding

I apologize for posting this same issue a second time, but when I got on the site this morning I had trouble finding my original post. OOPS!

Plus the thought had occurred to me that maybe a bad vacuum tube to the rear-cylinder carb might have the same effect on the back cylinder that a bad fuel-tap-diaphragm has on both carbs. Anyway, happy Resurrection day! Maybe I can resurrect this bike!

The bike worked perfectly last fall. After putting the tank back on and reconnecting everything like I have for the last ten years. the bike idles for ten seconds, then chugs to a stop with raw gas dripping from the joint in the tailpipe from the back cylinder. The back plugs are soaked.

Could I have bad gas or vacuum lines? Maybe the float is stuck--and I'll have to remove the carb?
