What to do? 97 Vulcan 750 carb

I removed the carbs because the bike would not idle no more.
It didn't even run right. Always backfiring and must give choke
to get it to run, with a little starter fluid, then giving gas the whole
time, it would keep running til she warmed up.

Now, should I replace the jets or just try to clean them up. Also
anything else, you can think of me doing while they are out,
would be appreciated.

As long as you havent changes the air intake there isnt any real reason to replace the jets themselves, they are servicable, unless spending just a few bucks gives you more piece of mind and having brand spanking new jets. While your cards are out be sure you check ALL your rubber in them, including the coaster enrichers.
