Question about hesitation when accelerating

First of all I use Seafoam on a regular basis. I still fell some hesitation in the throttle when I 1st get on it at lower RPM's (3k-6k). It does pick up eventually when it gets above 6k. Does this sound more like an air/fuel adjustment thing? or more of a dirty carb issue. I've also tried Premium fuel and it doesn't seem to make a difference.
If I get out on an open stretch and redline it (in 4th gear) then let off the throttle, I will get a loud backfire sometimes, is that also normal?

OK here is what I found when pulling the plugs. The ceramic on the rear right side plug is hardly dirty, all the others seem about the same.

Check the spark on all four, looks like your right rear may have weak spark.
