Question about my choke

My choke was working not good but was working, I put 2 capfuls of seafoam in new tank of gas and sprayed some wd40 on misc parts and not the choke when pulled on goes right back to the start position?

sounds like you freed up a stuck cable.. it should stay on, however, I do not know off hand if there is a tension adjustment for the choke lever. someone else will chime in here I am sure

.....I had that problem many years ago, tho cannot remember how I resolved it.

Question: Does the throttle need to be twisted a little to allow Choke operation ?

No the throttle does not need to be turned for the choke to work,as it is an enrichener.it sprays a little extra gas into the carb

If you're saying the choke lever won't hold a position it's likely due to you over lubimg the lever. Try cleaning it out with contact cleaner. There needs to be a certain amount of friction to hold it in position.
