to weld or not?

Don't know where this should go - so here goes? I'm building/modifying a luggage rack (extra large to carry baggage). As always, I never get it to suit me the first time. I need to cut and weld some of the pieces.

Question: If I disconnect the battery, is it OK to weld the rack while installed on the bike or should it be removed to protect electronic components from possibly being damaged?

all my weld projects have been off the bike for the larger part of each item. quick weld attachments to the bike that were needed didn't hurt anything, just be sure to cover the area surround not to scar. trim coil sheet metal works well for protecting.
