I wondered about that, and checked the schematics for the early models, but there's no mention of that wire anywhere. Also, how would the dimmer switch affect the turn signals? Seems like Kaw might have manufactured one switch to use on several models, some of which utilized the yellow wire (alternate RLU system?), some of which didn't. I'm feeling too lazy right now to investigate.

Final Update on the RLU blues. I've finally eliminated the RLU. I did the blue wire mod at the JB. However instead of jumping blue to blue/yellow, I had to jump blue to blue/orange. Not totally sure why mine is different. I tried to fix the head light Hi/Lo problem but so far no go on that.

So for now I have success! Thank you all.
