lighting system questions

hey all. so as some of you all know I have been hunting down my elusive charging system problem. so far everything has been checking out fine, but the other day on a whim I decided to check my readings with the headlight fuse out and then the tail light fuse out. right now at 5000rpms I'm reading 12.5v-12.7v... however I take out the fuse for the headlight it climbs to 13.8v-14.1v.. same thing when I put the headlight fuse back and take out the tail light fuse. is this normal? or should I look into this a little further. its hard to believe either one of these circuits are using a little over a volt each! ideas anyone..insight? thanks.
