Something with the Charging System

I'm in the process of reading through all the information on testing the charging system to see if it's the stator or the R/R (which was replaced way back when). I'm reading low voltage at the battery with the engine running (under 12v). When I rev the engine, the voltage goes up a little (just over 12v). Does this give me any indication of what is wrong or is it always a matter of going through all the checks?

No it really doesn't point to the problem, just shows that it's not charging right.

Need to go through all the checks for the stator and R/R.

I just finished replacing the R/R. With the engine running, I'm reading 14.x volts at the battery connections. I got a Caltric R/R off Amazon for $21. I wish I had done that a long time ago...
