can gauge bezels be separated?

can gauge bezells be separated from the actual speedo and tach. The 95 vn750 I just bought has a terrible paint job over the rust and even slightly onto the glass. I pulled back the plastic chrome covers from the gauges but it doesn't appear that the bezels will come off.

Garage
Why don't you paint them. Many of us have redone ours. Put masking tape over the glass. Cut it with a razor, mask off the other stuff as needed & give it a "good" coat of paint.
