Regulating the Stator

Does the R/R regulate the output of the stator or does it simply recieve and convert non stop current coming from the stator. I have read conflicting posts on this subject. thanks.

The Stator has no off switch, it out puts power depending on the speed of the motor, the R/R controles the power and converts it from AC to DC.

Think of the regulator as a one-way translator - from the stator, to the battery. As Chad says, the stator's just sitting there doing its own thing and expecting the r/r to regulate and rectify as appropriate.
