Exclamation Starter drags real Bad!

I got my bike back together the clutch working again push started it took it for a short ride, came home and started on the problem the last owner had.

The original problem was it would turn over fine but would only start if push started.

I did the coil/relay mod and had the starter rebuilt. But the starter still drags real bad, it will only turn over once and stop, let off the button and press again it turns once stops spinning and just makes noise like the battery is almost dead.

I hooked jumper cables from my jeep directly to the frame and touched the positive poll on the starter and the same thing. So it is not an issue with the battery or wiring.

Good news is when it catches right the one turn will start it with the mod coil/relay mod in place.

Not sure where to start. Is there anything else that would make the starter drag? Any Ideas would be great.

Just so you all know I got the bike with the clutch sid cover off and the bike was partly in pieces. So I did not get to see it come apart or what was taken out. I put it back together using a parts fish and expanded views from the manual I got from here.

Who rebuilt the starter ? Could be a bad armature. There is a tester called a "Growler" to test the armature during rebuild.
