DIY 7/8" Handle bar anyone?

I know people have done this but does anyone have a step by step on how to do this? I really wanna do this for my 86 but id feel more comfident knowning what im getting into

basically i wanna put drag bars and risers on but i dont know how to do it. Any pointers from people who have done this would be great
