Junction Box circuit

The High ligths doesnt work after engine run , I suspect that the delay circuit is failing , a mechanic bypassed the old junction box when I had to replace it .( I loose him ), somebody know how by pass the relay in the junction box , the delay function has no sense now , because I have a xenon light and the consuption of amps is so low now.

On the top connector at the J/B move the blue wire to the open slot next to it.
