Bad starter, cables corroded internally, or a cylinder is filling up with gas from a stuck float or bad petcock.

Pull one plug from each cylinder, the easy plugs. It will naturally turn a bit quicker, but if it spins over nice and spews gas out of the plug hole ... There's your problem.

its not unusual for the brushes in the starters to fail. good news, rebuild kits are avail so you dont need to buy a new starter.

He did say he swapped in a different starter, so its looking mechanical, not electrical.

Thanks, I missed that. I only get a minute or two of seat time at the desk for now.

Hanging my hat on hydrolock, a gas filled cylinder. Will be the highlight of my day to find out.

Does it crank like an engine that's out of time? Crank-turn-halt-crank-turn-halt? Wet cylinder can do that too.

Glyn, next step is to check out the cranking with a spark plug taken out of each cylinder to see if the engine is resisting the starter, or if the starter is turning slow with minimal/no load.

If the bike still cranks slowly after removing the plugs, there are several spots in the wiring which could cause low voltage to the starter.
