13v from the charging system at 3,500 rpm seems low to me.
The electrical gurus do say 14.5 volts at 3500-5,000 rpm or so is desirable.
Does the voltage rise closer to 14 if you rev the engine higher to 4, 5 or 6k rpm?

A nominal 12 v battery has 6 cells that should produce 2.2 v each at rest, or 13.2 v total.
