Speedometer flucuating

Been searching the forum and havnt seen this one yet so Ill post...I have a 95 VN750 with 35,000 miles. This is my first season with it. I have noticed as I'm getting used to the bike that my speedometer needle flucuates as its climbing from 0mph up to about 30mph then evens out and is steady after that thruout the rest of the range. Meaning the needle is bouncing up and down as the bikes speed is increasing until it hits 30 or so then it gets rock steady. During the winter I cleaned and lubed the speedo unit on the front wheel and also lubed the cable, previous owner said cable is newer as he didnt check the tightness of the nut and left it on the highway somewhere...any ideas on if this is the wheel unit, cable or speedometer unit?
