Looking to buy another VN750, concerns..

Thought I'd run this by you guys. Wife found a '92 VN750 that's pretty heavily customized for sale on a "Buy/Sell/Trade" Facebook group she belongs to. Long story short, I talked to the guy on the phone for 15 minutes and I'm planning to check it out Saturday at noon.

Benefits are: It looks nice, in my opinion. Hard tail back end, Harley wide glide front end with drag bars, straight pipes, degoated and shaved (straight pipes), etc etc etc.. I like what I see.

It has a couple problems, a crack in the frame just above the gas tank, something wrong with the electrical (he said the brake light is always on) which he "fixed", but had to buy a new battery, and the the exhaust is leaking near the front cylinder. Sounds like these are relatively easy fixes, I figure I can weld the frame back (father in law can, at least), and the other issues I'm sure I can sort through. I already own a '92 VN750 and it's currently in pieces while I rebuild it.

The biggest concern I have, not sure if this really should be a concern.. he said the VIN is "cut out" of the frame, and he never registered the bike in his name after purchasing from the previous owner. He said it was intended to be a project bike, so he really hasn't done much with it. Sounds somewhat fishy, but then again this guy is posting it on Facebook so it's not exactly hard to trace back to him if something is amiss.

Questions:
Where else on the frame / engine can I find the VIN to make sure it matches the title?
Frame cracked.. big deal or not? I'm thinking no, but why not ask?
Anything else to worry about?

Attached a couple pics of her, and he's asking $1200 OBO - which considering the looks first glance, I think that's pretty fair if it's as advertised.

Thoughts?

First thing,that's an 85 700 motor and rims.the vin is on the front where the forks mount.the backbone has been cut and modified as these frames y into a dual backbone and a lot has been cut out .I would be concerned about the STRESS crack as where else will it crack.and with no vin,you're never gonna be able to get it titled. I would give him $400 as a parts bike.look at the rear cylinder on the right side abd it will tell you the cc of the motor,either 699 or 749.if it had a vin I'd probably go 600 as A LOT of frame work is needed,from what the pic looks like.go out and take off your gas tank and look at the frame and you'll see what I mean.I'd personally buy it for parts,unless it's stolen.you could make some money offa the front end

In my experience no vin=no sale.

Ask him if he is willing to do police check and register as home built frame/ builders title. as long as title matches engine vin. It looks like only the backbone is missing from the front section of the frame. My 85 has a vin sticker instead of stamped digits may just be painted over.

Appreciate the feedback guys, I'm going to pass on it. I don't need the parts, too many questions on the VIN/title thing ultimately sounds like it's a bad idea.

Could you weld the frame? Areas of the frame get some pretty extreme stress when going over baby carriages and other things dropped on the road. Would hate to hit something and then have the frame fail. Lots of engineering time go into the stress points of the frame. It would frighten me.
