Question European turnsignals

This might be a stupid question, but I was looking at the photos in my repair manual of the different models ( A2, A3, A4, etc..) and noticed that the European models have the rear turn signals mounted on the passenger back rest. Is this a height requirement on all motorcycles sold there?
