Today i decided to lube up my cables. and when i go to the throttle side low and behold the plastic that holds in the decel cable was broken so that cable is kinda jiggling around in there. cause the bike now drop in revs like it should. now when i replace the grips on this bike like i need to cuz the factories suck, that plastic section that holds the cable in place will not come with the grip right?

When you buy grips, that's all you get....the grips.
You may want to keep an eye on eBay for a replacement for the plastic part.
Although, you may have to bid on the entire throttle assembly.
You could buy it here (http://www.bikebandit.com/houseofmotorcycles/kawasaki-motorcycle-vulcan-750-vn750a16-us-2000/o/m4539) for <$20. Click on the "handlebar" diagram, it's part # 46019.

A little cheaper at Ron Ayers.

No, when you buy it from a Kaw dealer it will come with a stock grip attatched.
You of course can cut it off, but like it or not you get another stock grip ..........

Yeah, if you buy the throttle tube.
But, with him saying he didn't like the stock grips, it would only seem right that he was talking about buying aftermarket grips, which would not come with a throttle tube.

Correct, what I meant that if he goes and buys a new throttle sleeve, the part he said is broken, it will come with a stock grip on it.
All aftermarket grips do not come with the sleeve
